+ followed by a number means if you bet 100 that’s what you win.
So +110 means if you bet $100 you will win $110 (plus your $100 back so $210 returned to you).
- followed by a number means that’s what you need to get to win 100.
So -145 means if you get $145 you will win $100 (plus your $145 back so $245 returned to you).
So you can see - is a favourite and + is an underdog.
if the + is higher than the - it means you can bet on both and get free money (arbitrage), but not how OP is using that term which is just hyperbole.
