My understanding is that this is underselling the significance of the Talmud in Jewish theology. It varies based on the sect obviously, but in mainline rabbinic Judaism the Talmud is extremely important along with the Torah and the Mishnah (oral teachings). It is supposed to give authoritative interpretations of both the Torah and the Mishnah and literally is law. Iâm sure many modern Jews do not actually follow it. But theologically it is a big deal, though I would be open to being corrected,

My guess is the vast amount of jews in the west are secular and dont live a strict religious life. Even observant jews but only go to temple during the big holidays arent living their life with that book as a guide they live by.
