I cannot find any documented case of a pre-UFC opponent accusing Justin Gaethje of having loaded gloves or tampering with his hand wraps.
Gaethje went 18–0 before entering the UFC, including a long WSOF title run, and contemporary coverage frequently discussed how unusually hard he hit. For example, MMA Fighting described him in 2014 as having stopped or finished virtually everyone he fought, but I found no allegation from Nick Newell or his other WSOF opponents about illegal gloves.
One interesting wrinkle: Gaethje himself has talked extensively about hand wrapping and glove construction. He says he stopped wrapping his hands for training around 2015, and Trevor Wittman has developed specialized gloves intended to provide protection without traditional wraps.
