It seems that way.
Because if he has reffed any of Jones fights then he 100% has allowed Jon to use his fingerbang in the eye game and not done anything about it – but immediately stopped Moicano for even attempting the same behavior before it got started.

As far as Jones goes, Dana wants him to get away with anything and everything
Herb was the ref here. I’ve said for years that both refs and other fighters are instructed to let it go. Jones is one of the most protected motherfuckers in combat sports history.
